Safe Harbor Grid: Civilian Evac, Ghost IDs, and Anchor Rings
You cannot fight a ritual on a full bus. Move civilians first, then kill the pattern. This is how EPF builds evac corridors, issues ghost identities, and pulls people off the anchor spiral.
Anchor basics
- Anchors form a spiral around ley nodes. Traffic jams feed Soul Fuel collection.
- Your job is to reduce dwell time near the ring and remove repeat paths.
Evac corridors
- Create two perpendicular lanes that bypass the ring. One east–west, one north–south.
- Enforce one-way flow with police tape, cones, and signal volunteers.
- Stage medical and water at the far ends, not at the hub.
Ghost IDs
- Issue temporary identity cards with family link codes and shelter pins.
- Cards expire every 72 hours. This prevents data harvest and forces check-ins.
- Do not list real employers or schools. Use safe-harbor labels only.
