5. Systemic Corruption
Don't bribe officials—make corruption the only logical choice. Structure systems where following regulations is impossible, forcing everyone into technical violations that can be exploited later.
Unlike other Black House faction leaders who serve the Chairman out of fear, ideology, or bound contracts, Matriarch Xuanyan operates on pure survival calculation.
She is the least loyal member of the organization. She doesn't believe in the Chairman's vision. She doesn't care about manifesting Akirl or achieving "unholy dominion."
